The federal legislation governing the education of all handicapped students. PL 94 -142 mandated that all public schools in the U.S. provide “a free, appropriate public education and related services” to “all handicapped children.” Law has been revised numerous times since its original introduction; renamed IDEA and then IDEIA (Individuals with Disabilities Education Improvement Act).
